Drama as Adamawa Assembly Threatens to Arrest State Governor's Brother

According to a report by The Sun News, the Adamawa State House of Assembly has threatened to arrest the brother to Governor Mohammed Jibrilla Bindow of the state, Habu Umar Jibrilla.

over what it called the non-implementation and shoddy implementation of rural road projects awarded to his company by the Second Rural Access Mobility Projects (RAMP2) and the ministry of Rural development.


Habu Jibrilla, the owner MURAJ Construction firm alongside Hydrosource and Resource company, and other contractors handling a world Bank and AFDB funded road projects Lot 1, 2 and 3 in the state, have been summoned and indicted in a road project scam by the state house of Assembly, saying the contractors were conniving with the ministry of rural development and RAMP to defraud the people of Adamawa.

According to The Sun News, the House committee made the remark, on Wednesday, during a committee hearing where they invited members of Ministry of Rural development, RAMP and the contractors to explains issues surrounding the lack of implementation of the projects in the state.

Majority leader of the House, Hon. Hassan Maman Barguma said, “We will not allow the good work executed by the Adamawa state government to be brought down by the ministry of rural development,

“It seems as if the ministry of rural development and RAMP have connived to defraud world bank, AFDB and the people of Adamawa by collecting the payments for contracts and failing to implement the projects and even where the projects were implemented, they were poorly done.

Barguma faulted Habu Umar Jibrilla, the younger brother of Governor Jibrilla Bindow for collecting payments for the contracts and defaulting from implementing the project and refusing to appear before the committee when invited.

Hon. Barguma said, “This Assembly is the Assembly of the people of Adamawa State, so we will not allow favouritism and personal interest to stop us from doing our job.

“We will not allow RAMP to be used as a medium for stealing public funds.

“Habu should note that being the governor’s brother does not give him the leverage to keep extorting the state government, if he would not execute the project, other contractors would and he must appear before the house to explain himself.”

Chairman of the House committee on Rural and Community Development, Hon. Muhammed Abubakar Maikanti, speaking to the press at the hearing said, “The house has resolved that the contractors in question and the governor’s brother must appear before the house to give an account of the projects they have collected or a warrant for their arrest will be issued by the state House of Assembly.

“As a house, we don’t care about relationships, whether you are from the Governor’s constituency, or his brother or a member of any cabal, you have to appear to explain yourself to the house.

“Secondly, the ministry of rural development should make the logistics arrangement for the house to embark on an oversight function by visiting the site of the projects with a private consultant to authenticate the quality of work done by the contractors.”

The house committee slammed the ministry of rural development and RAMP for failing to ensure that the projects were implemented according to specifications after they have been awarded since 2015.

The committee also described the diversion of N96 million as tax deduction from the N200 Million counterpart funding released by state as fraud saying the amount was approved by the house to facilitate the provision of rural roads for the people of Adamawa.

The Assembly said that both RAMP and the ministry, did not indicate in its submissions to the house that it would b use any amount in the money for tax as the total sum was allocated to the detail for some specific projects.

The Assembly also criticised the ministry for being active collaborators in defrauding the people of Adamawa state by allowing the contractors to use 10mm rods instead of 16 mm rods in the construction work.

The house noted that some of the work were done without any engineering drawing or a consultant on site.

The hearing by the APC dominated house of Assembly signals that all was not well with the APC family in the state as the attack seems to be a dig aimed at the governor.
